In the framework of the project "Study and propose measures to promote technology transfer services" by Dr. Tran Van Nam, Dean of the Faculty of Law, National Economics University, the Institute of Environmental Science and Social Affairs held a workshop "The current situation and measures to promote technology transfer services Vietnam” on 28 September 2016.

Attending the seminar, Dr. Lawyers Le Xuan Thao, Standing Member of the Lawyers' Association, the General Director of the International Intellectual Property INVENMARK had with thematic presentation "Asynchronous policy mechanisms and measures to promote investment transfer technology in the current period ".

Thematic content specified "Technology is a product of the human mind, expressed as the product technology and production processes. In a market economy, the intellectual products of the particular type of goods with basic characteristics have spillover effects, intangible assets and is very difficult to determine the real price of technology products according to the market mechanism. Because of these characteristics, the State therefore needs the intervention in the promotion and development of technology transfer for the benefit the community and the whole society. Of these, the two most important roles of government is to establish legal protection of intellectual property rights for technology products and encourage investment and technology transfer .... "
